Wow, that is a good one. Though I suspect that person used illustrator. But anyway, you can smudge colors with the smudge tool in PS (it is under the blur tool, which is a drop of water. The smudge tool is the one with the finger). Also I first applied filter>smart blur, which removes all the texture. Be careful with it though or it becomes to blurry!

yes i know its from the smudge tool ofcorse but the problem is that i came out from the face/body with it.. :D its going to be "plastic"(robotic) but scrawl which isnt good at all :D

Well, the most important thing, before smudging is the smart blur. Good luck in any case. Oh, and show me the result when done!
